BACKGROUND:

 

In 1985, the Legislature directed the superintendent of public instruction to develop and field test, in consultation with selected school districts, a series of teacher evaluation models.  The models were to be field-tested by selected districts during the 1987-88 school year and a report selecting five of the models for use by districts was to be completed by September 1, 1988, followed by a report to the legislature on January 1, 1989.  Local school districts were to select and implement one of the evaluation models by September 1, 1989.

 

No funding was appropriated to allow the field testing of the models during the 1987-88 school year.  Consequently, it is impossible to meet the remaining time lines set forth in the statute for evaluation, adoption, reporting and implementation.

 

SUMMARY:

 

Language clarifies that the models are for the evaluation of certificated teachers and other certificated support personnel.  The dates for field testing, adoption of evaluation procedures, implementation and reporting are moved forward one year making final implementation due in 1990.

House Committee - Testimony For:    The date for reporting on the development and adoption of teacher evaluation models should be delayed until the money is appropriated to allow for the field testing of the model evaluation programs.  This is an important ingredient of educational reform and should not be lost.
