AS REPORTED BY COMMITTEE ON ENERGY & UTILITIES FEBRUARY 2, 1987

BACKGROUND:

Energy efficiency is particularly germane to transportation because petroleum is the principal fuel. Commuting to work in van pools is an excellent example.  This has been recognized and encouraged through tax incentives for van pool use. The current incentives expire January 1, 1988.

SUMMARY:

Ride sharing (pool) van motor vehicle excise and sales and use tax exemption expiration is extended from January 1, 1988 to December 31,l992.

Fiscal Note:    Requested January 20, 1987.

House Committee ‑ Testified For:     Bonnie McBride and Robert Johnston, Metropolitan Municipal District of King County (METRO); Jim Slakey, Department of Transportation; Donn Smallwood, Department of Revenue (Mr. Smallwood did not have a position--he was available as a resource person on the revenue aspects).

House Committee - Testified Against: None Presented.

House Committee - Testimony For:     Van pooling saves energy, wear and tear on highways, and reduces traffic congestion.  Fixed route transit does not fulfill all public transportation needs.  METRO advocated additions to the bill which would include special license plates.

House Committee - Testimony Against: None Presented.
