BACKGROUND:

The 1985 Legislature created a Public Works Board to help local governments finance repair and reconstruction of infrastructure facilities throughout the state.  Before the Board can sign loan agreements, the Legislature must approve a prioritized list of projects.  The Board must also submit to the Legislature a report describing each project (purpose, amount of funding, terms and conditions) and documenting the need and fiscal capacity of the city, county or special district applying for the loan.

The Legislature may delete projects, but cannot change the priority ordering or add projects.

The Public Works Trust Fund is capitalized with dedicated revenues from utility and sales taxes on local water, sewer, and garbage collection and from a portion of the real estate conveyance tax.

SUMMARY:

A prioritized list of 36 projects is presented for legislative ratification.  The funds for this project are appropriated for the 1985-87 biennium and a portion unspent at the end of the biennium is automatically reappropriated for the 1987-89 biennium.

$7.8 million for projects approved in 1986 is reappropriated.
