BACKGROUND:
Due to the proliferation of numerous kinds of special purpose districts, it is felt that a legislative review of their districts is necessary in order to maintain sufficient oversight.
SUMMARY:
The Legislative Budget Committee, in cooperation with the Senate Committee on Governmental Operations and the House Committee on Local Government, shall review the authority to establish the enumerated special purpose districts. Recommendations shall be made for the continuation, termination, or modification of these districts.
Factors to be considered in conducting the review are the extent to which special purpose districts have: (a) complied with legislative intent; (b) operated in an efficient and economical manner; (c) operated in the public interest by effectively providing a needed service; (d) duplicated the activities of other special purpose districts or the private sector; and (e) the extent to which termination or modification would adversely affect the public health, safety, or welfare.
By January 1, 1988 a schedule shall be established to review the enumerated districts with the review completed by January 15, 1993. The chapter expires June 30, 1993.
