AN ACT Relating to waste disposal permit violations; adding a new section to chapter 90.48 RCW; and prescribing penalties.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 90.48 RCW to read as follows:

          (1) By July 31, 1987, the department of ecology shall develop by rule, a schedule of determinate penalties for waste disposal permit violations.  The schedule shall be based on the severity and frequency of the violation.  Mandatory minimum penalties for waste disposal permit violations shall be included.

          (2) The department of ecology shall present to the legislature by January, 1989, a report on its effectiveness in implementing subsection (1) of this section.
