AN ACT Relating to sabbaticals for certificated employees; adding a new section to chapter 28A.03 RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.03 RCW to read as follows:

          (1) The superintendent of public instruction shall establish a program to award funds on a grant basis to school districts in order to help districts implement sabbatical leave policies adopted under RCW 28A.58.099.  The superintendent shall establish criteria by rule for evaluating which districts should be awarded the grants.

          (2) School districts applying for grants shall submit written grant applications to the superintendent of public instruction no later than May 15 of any year in which grant funds are available.

          (3) The superintendent of public instruction shall select the school districts to receive the sabbatical leave grant awards no later than August 1 of any year in which the grant funds are provided.

          (4) The superintendent shall allocate state funds under this section to districts only if districts provide funding at least equal to that provided by the state during the certificated staff member's sabbatical leave.  The portion of the salary and benefits paid from state funds under this section shall not exceed forty-nine percent of the certificated staff member's regular salary and benefits.

          (5) The superintendent of public instruction shall report to the legislature on or before January 15, 1989, on the sabbatical leave grant program under this section.

 

          NEW SECTION.  Sec. 2.     The sum of .......... or so much thereof as may be necessary, is appropriated for the biennium ending June 30, 1989, from the general fund to the superintendent of public instruction for the purposes of section 1 of this act.
