AN ACT Relating to the sale of motor vehicle fuel; amending RCW 19.94.220; and adding a new chapter to Title 19 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.     (1) A retail business that with five or more motor vehicle fuel dispensing nozzles derives any of its income from the sale of motor vehicle fuel shall provide the following for patrons use:

          (a) Vehicle window washing equipment in the pump area;

          (b) By July 1, 1988, an air hose and a water hose.

          (2) This section is self-executing, but cities and counties may further define these minimum standards and provide for their implementation by ordinance or resolution.

        Sec. 2.  Section 22, chapter 67, Laws of 1969 and RCW 19.94.220 are each amended to read as follows:

          The director shall investigate complaints made to him concerning violations of section 1 of this 1987 act, ordinances and resolutions implementing it, and the provisions of this chapter, and shall, upon his own initiative, conduct such investigations as he deems appropriate and advisable to develop information on prevailing procedures in commercial quantity determination and on possible violations of section 1 of this 1987 act, implementing ordinances and resolutions, and the provisions of this chapter and to promote the general objective of accuracy in the determination and representation of quantity in commercial transactions.

NEW SECTION. Sec. 3.     Section 1 of this act shall constitute a new chapter in Title 19 RCW.
