AN ACT Relating to the Washington centennial celebration; and creating new sections.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1.     The legislature recognizes a need for the creation of an appropriate symbol for the state centennial celebration in 1989.  This symbol should increase the pride of the citizens in our state and be displayed at similar celebrations throughout our country and the world.

NEW SECTION.  Sec. 2.     The legislature finds that the construction or renovation of a sailing ship of a style known as a "Tall Ship" which attracted so much attention and admiration during our nation's centennial would meet the intent and purpose of section 1 of this act.

NEW SECTION.  Sec. 3.     (1) The construction or renovation of a "Tall Ship" to carry the name and flag of the state of Washington is therefore authorized.

          (2) The ship shall be constructed or an existing hull renovated, using original methods and materials, utilizing McNeil Island, if suitable, as a location for construction.  The use of the prison population shall be encouraged to provide a workforce for the project.

          (3) A supervisor of construction who shall have the necessary expertise to complete the project shall be appointed by the governor.  Recommendations for the position shall be sought from maritime agencies and organizations in the state.

          (4) The centennial commission is authorized to allocate from its funds to support this project.
