AN ACT Relating to child day care; adding a new section to chapter 28B.10 RCW; creating a new section; and making appropriations.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The state board for community college education and the higher education coordinating board shall each conduct a survey of institutionally-related child day care facilities that were available during the 1986-87 academic year to children of college or university students, staff, and faculty in their assigned institutions.  These surveys shall include, but not be limited to, an examination of:  The number of children served, the percentage of children from each segment of the institution's population, the size and location of the facility used, the fees charged, and the annual budget, including sources of funding, of the facility.

          If a state institution of higher education does not have a child day care facility on or near the campus for children of students, staff, and faculty, the appropriate board shall require that institution to conduct an assessment to determine the need for and interest in such facilities on or near that campus.

          The surveys and, if required, needs assessments, shall be completed and submitted to the appropriate policy committees of the legislature by December 1, 1987.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 28B.10 RCW to read as follows:

          (1) The Washington institutions of higher education day care improvement program is established to help public institutions of higher education establish or substantially improve child day care facilities for children of college or university students, faculty, and staff.  The program shall be administered at the community college level by the state board for community college education and at the four-year college and university level by the higher education coordinating board.

          (2) Through this program, each board, if funding is appropriated, may award grants to appropriate institutions of higher education.  Such grants may be awarded to institutions with proposals which:

          (a) Demonstrate a need for initiating or substantially improving a child day care program on or near campus;

          (b) Agree to determine the means for operating a day care center solely on income from parent fees, services and activities fees revenue, and contributions from other, nonstate sources; and

          (c) Agree to develop a fee schedule which will ensure that children of student parents with the greatest need are granted highest priority; that children of students are granted higher priority than children of faculty and staff, and that full-time faculty and staff whose children attend the center are charged fees which fully cover the cost of providing the service.

 

          NEW SECTION.  Sec. 3.  A new section is added to chapter 28B.10 RCW to read as follows:

          The state board for community college education and the higher education coordinating board each shall have the following powers and duties in administering the program:

          (1) To adopt rules necessary to carry out the program;

          (2) To establish a screening committee to assist in evaluation of proposals for funding;

          (3) To establish specific guidelines for submitting grant proposals;

          (4) To publish and publicize evaluation criteria;

          (5) To solicit grant proposals; and

          (6) To establish reporting and monitoring requirements for grant recipients.

 

          NEW SECTION.  Sec. 4.     The sum of twenty-four thousand five hundred dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1989, from the general fund to the state board for community college education to carry out its duties under this act.

 

          NEW SECTION.  Sec. 5.     The sum of twenty-four thousand five hundred dollars, or as much thereof as may be  necessary, is appropriated for the biennium ending June 30, 1989, from the general fund to the higher education coordinating board to carry out its duties under this act.
