AN ACT Relating to assistance to recipients of unemployment compensation and public assistance; creating new sections; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The employment security department shall contract or directly provide technical assistance to public assistance recipients to enable them to provide to a commercial lending institution sufficient background information and knowledge to secure commercial bank loans to start their own businesses.

 

          NEW SECTION.  Sec. 2.     The employment security department shall conduct a four-year pilot project to provide, in lieu of unemployment compensation, a lump sum payment for the start-up of a business by an unemployment compensation recipient who has been selected by the department or through the entrepreneurial training pilot project under the federal job training partnership act.

 

          NEW SECTION.  Sec. 3.     By July 1, 1991, the state auditor and the legislative budget committee shall complete performance-based audits of the programs under sections 1 and 2 of this act.

 

          NEW SECTION.  Sec. 4.     This act shall expire on July 1, 1991.
