AN ACT Relating to public assistance; creating new sections; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The department of social and health services shall contract with corporations and social service agencies to deliver information and provide referral services and support groups to encourage individuals eligible for public assistance to continue their education.  The services shall assist and encourage eligible individuals in completing their certificate of educational competence and obtaining additional education at vocational/technical schools, community colleges, and four-year institutions of higher education.  The services shall provide information on obtaining financial aid and help in the transition from public assistance to school, including problems with child care and self-esteem.  The contracts shall provide for career counseling and other assistance through workshops and networking arrangements and other means to individuals eligible for aid to families with dependent children.

          Such assistance shall provide eligible participants with knowledge on gaining admittance to literacy training, vocational education, higher education, and programs approved by the department which further their efforts to gain education with which to enter the economic mainstream.

 

          NEW SECTION.  Sec. 2.     By July 1, 1989, the state auditor and the legislative budget committee shall complete performance based audits of the contracts under section 1 of this act to determine the success of the contracts.

 

          NEW SECTION.  Sec. 3.     There is appropriated from the general fund to the department of social and health services for the biennium ending June 30, 1989, the sum of one hundred thousand dollars, or so much thereof as may be necessary, to carry out the purposes of this act.
