AN ACT Relating to transportation; making appropriations and authorizing expenditures by the department of transportation for the period ending June 30, 1987; creating new sections; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.     Uncertainties with federal highway legislation could result in the loss of a full construction season in this state.  To help alleviate the negative impacts this loss would have on the orderly progress of highway construction activities, a temporary funding transfer between federal revenues and revenues from bond proceeds is hereby authorized.

NEW SECTION. Sec. 2.     There is hereby appropriated from the motor vehicle fund to the department of transportation for the period ending June 30, 1987, the sum of three million dollars for major noninterstate construction and reconstruction projects that are included as Category A improvements in RCW 47.05.030.  This appropriation is to be funded with proceeds from the sale of bonds authorized in RCW 47.10.801(1)(b).  The state treasurer shall authorize interfund loans to fully fund the appropriation expenditures incurred until the state finance committee issues and sells these bonds.

NEW SECTION. Sec. 3.     It is the intent of the legislature to insure prompt completion of the interstate highway system in the state of Washington. In the event federal authorizations of interstate funding are delayed beyond a reasonable time frame, the department of transportation may use advance construction interstate bonds authorized in RCW 47.10.790 and 47.10.801(1)(a), not to exceed thirteen million dollars.

NEW SECTION. Sec. 4.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
