AN ACT Relating to capital budget plan reviews; adding a new section to chapter 43.41 RCW; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 43.41 RCW to read as follows:

          (1) The office of financial management may review and revise agency capital budget plans through interagency conferences of any or all agencies receiving funding for capital programs and projects, including lease and lease development projects.  The reviews and revisions shall include but not be limited to the following considerations:

          (a) Avoiding duplication or waste by coordinating program and project plans and schedules;

          (b) Taking advantage of economies of scale by sharing program and project costs; and

          (c) Advertising and awarding program and project funds or bids under one rather than multiple contract proposals.

          (2) After July 1, 1987, the office of financial management shall commence such reviews starting with the capital budget plans and lease and lease development projects approved in the 1987-89 biennial budgets.  The office of financial management shall report the results of its review to the senate and house of representatives ways and means committees by January 1, 1988.  The report shall include a description of the costs savings realized as a result of the reviews conducted.  In subsequent years, the office of financial management shall submit a report to the legislature that describes the results of all such reviews.  These reports shall be submitted to the legislature along with the governor's proposed biennial and supplemental budget requests.

 

          NEW SECTION.  Sec. 2.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
