AN ACT Relating to protection of legislative communications by public employees; and adding a new section to chapter 41.04 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 41.04 RCW to read as follows:

          Any employee of the state or political subdivision of this state shall have the right to contact or be contacted by a member or members of the legislature of the state of Washington without notifying or disclosing any information about the contact to the employer.  Nothing in this section prohibits the employee from voluntarily contacting the employer.  An agency or political subdivision of this state shall not limit the rights of an employee under this section by any rule, policy, guideline, or practice, either written or unwritten.  This section does not apply to activities covered under chapter 42.17 RCW.
