AN ACT Relating to public disclosure of animal research information by state universities; adding a new section to chapter 28B.20 RCW; and adding a new section to chapter 28B.30 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28B.20 RCW to read as follows:

          (1) The university shall publish annually a concise report of all ongoing and proposed animal research conducted at the university.  The report shall include the purpose and methodology of each experiment, numbers and species of all animals used, source and amount of funding for each experiment, and the name of the primary researcher.  All descriptions of methodology and purpose shall be written in plain English to the greatest extent possible.

          (2) The report shall be completed by September 30 of each year.  Copies of the report shall be submitted to the house of representatives and senate committees on agriculture and the department of agriculture and shall be made available to the public.

          (3) The legislature may subject the university to random audits, conducted by licensed veterinarians or physicians, to determine the accuracy of the information supplied by the university.
