AN ACT Relating to guide and service dogs; adding a new section to chapter 70.84 RCW; and prescribing penalties.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 70.84 RCW to read as follows:

          A person who wilfully kills or injures a guide or service dog is liable for a penalty of one thousand dollars, to be paid to the user of the dog.  The penalty shall be in addition to and not in lieu of any other remedies or penalties, civil or criminal, provided by law.
