AN ACT Relating to long-term salmon harvest allocation goals; creating a new section; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The director shall develop recommendations to the legislature for long-term salmon harvest allocation goals for all user groups.  The recommendations shall include the following elements:  Goals for annual percentage of catch for each user group for each salmon fishing area of the state, by species, a plan for implementing equitable adjustment if a group catches more or less than its assigned quota, a plan for implementation of the United States v. Washington moderate living standard for treaty Indian fisheries, a mechanism for solving disputes between user groups, and a plan for salmon species aggregation catch sharing in which catch quotas may be altered to reflect equitable sharing from an economic basis rather than a species by species basis.

          The director shall submit the recommendations to the natural resources committee of the house of representatives, the environment and natural resources committee of the senate, and the ways and means committees of the house of representatives and senate by November 1, 1988.

 

          NEW SECTION.  Sec. 2.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
