AN ACT Relating to sentencing alternatives; creating new sections; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The department of corrections, in conjunction with an advisory board to be appointed by the governor, shall establish a pilot project in five counties to provide prosecutors and judges with alternatives to imprisonment in overcrowded jails for nonviolent property offenders.  Counties with the most overcrowded jails shall be selected for participation in the project.  The projects shall include establishment of a sentencing alternative board to develop individual sentencing alternatives for nonviolent property offenders as referred by county prosecutors or judges.  The board shall develop a comprehensive sentencing alternative for each offender including, but not limited to, work training, job skills training, and high school education equivalency skills.

          This section shall expire July 1, 1990.

 

          NEW SECTION.  Sec. 2.     The department shall submit a report to the legislature on the pilot project by December 1, 1990.

 

          NEW SECTION.  Sec. 3.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
