AN ACT Relating to community colleges; and adding a new section to chapter 28B.50 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28B.50 RCW to read as follows:

          (1) It is the intent of this section to ensure that general fund moneys appropriated to community colleges be used for instructional programs rather than support intercollegiate athletic programs.  By supporting intercollegiate programs with voluntary contributions such as voluntary student fees, booster club and alumni club donations, and gate receipts, the cost of education at community colleges for those students who choose not to participate in intercollegiate athletic events will be lowered.

          (2)  Beginning with the 1991-92 school year, no general fund moneys may be spent for intercollegiate athletics at community colleges.  This includes any moneys used for coaching salaries as well as travel, equipment, and supplies for intercollegiate sports.  Appropriations from the general fund shall be phased-out between the effective date of this section and the 1991-92 school year.

          (3)  Beginning with the 1991-92 school year, no portion of student tuition fees may be used as gate receipts or entrance fees for intercollegiate athletic events at community colleges. Any student fees used for intercollegiate athletics shall be paid on a voluntary basis by each individual student.
