AN ACT Relating to payment of health care providers by health care service contractors as directed by subscribers; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.     (1) The insurance commissioner shall establish a committee to review health care payment mechanisms currently used by health care service contractors to pay the claims of various covered services rendered by health care providers.  This committee shall include representatives of the commissioner, health care service contractors, health care providers, and employers.

          (2) Not later than November 1, 1988, the commissioner shall receive a report from the committee established under this section.  This report shall include any recommendations for legislation if needed.

          (3) Any legislative recommendations presented to the commissioner pursuant to this section shall be referred to the chairman of the senate financial institutions committee and the chairman of the house financial institutions committee.

          (4) The committee established under this section shall be dissolved on January 1, 1989.
