AN ACT Relating to preference for promotions for qualified employees of the ferry system; and adding a new section to chapter 47.64 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 47.64 RCW to read as follows:

          When vacancies in temporary or permanent positions occur aboard vessels operated by the Washington state ferry system and require a particular license issued by the United States Coast Guard or any other government agency, current employees who are working in unlicensed positions aboard vessels operated by the ferry system and who have the required license shall have preference for the vacancies.  Qualified employees shall be offered licensed positions before an attempt is made to hire persons for licensed positions who are not part of the current work force of the Washington state ferry system.  All collective bargaining agreements negotiated after the effective date of this section shall comply with the requirements of this section.  Provisions in collective bargaining agreements in effect on the effective date of this section which conflict with this section shall not remain in effect after the initial effective date of the next contract.
