BACKGROUND:

 

The Washington State School Directors Association was originally created in the 1940's.  Since that time, the Association has been authorized to :  (1) Prepare a constitution and by-laws and develop regional units; (2) Arrange and call meeting of the association, its officers and committees to perform its duties; (3) Provide payment for travel and expenses incurred by members, officers and staff engaged in the performance of duties under the direction of the association; (4) Employ an executive secretary and staff to be paid out of association funds; (5) Conduct studies and disseminate information to increase efficiency in local school board administration;  (6) Buy, sell or exchange personal or real property necessary for the efficient operation of the association; (7) Purchase liability insurance for school directors which would indemnify them against any liabilities arising from an act or omission while performing in good faith their official duties as a school director; and (8) Provide services to school districts on a reimbursable cost basis.  The association has been subject to sunset review every six years.

 

SUMMARY:

 

The Washington State School Directors Association is reauthorized. The duties of the association are expanded to include providing advice and assistance to local boards to promote their primary duty of representing the public interest.  The association is no longer be required to submit copies of its contracts with school districts for services with the Office of Financial Management and the Legislative Budget Committee.  The provision requiring a sunset review of the association is required in 10 years.  An emergency is declared and the act shall take effect June 30, 1989.

 

Fiscal Note:      No Impact.

 

Effective Date:The bill contains an emergency clause and takes effect June 30, 1989.
