BACKGROUND:

 

Biennial appropriations made to state agencies are sometimes insufficient to cover the agencies' operations for a full 24 month fiscal period. The need for additional funding usually results from: emergencies, actual workloads exceeding budgeted workloads, recognized errors in the biennial budget or other exceptional circumstances. Supplemental budgets are necessary to allow state government operations to continue without adversely affecting services to clients for an entire biennial period.

 

SUMMARY:

 

The 1990 supplemental operating budget passed by the House Appropriations Committee totalled $908.1 million. Of that amount, $447.2 million was from the State General Fund. The supplemental budget affects 134 governmental entities (state agencies and programs) and their expenditure levels for the remainder of the 1989-91 biennium. Also included are increased state funds to local governments (revenues for distribution).
