BACKGROUND:

 

Prior to each even-year state general election, the Secretary of State must publish and mail to each residence in the state a candidate's pamphlet.  The pamphlet contains the photographs and campaign statements of nominees for federal, state, judicial and legislative offices.  Nominees for these offices must pay a fee to the Secretary of State for their space in the pamphlet to offset the publishing costs.  It has been reported that the fees now collected cover only 2 percent of the costs.

 

SUMMARY:

 

The provisions which require candidates for federal, state, judicial and legislative offices to pay fees for space in the state candidates' pamphlet are repealed.
