BACKGROUND:

 

The state Constitution has established that the Superintendent of Public Instruction shall have supervision over all matters pertaining to public schools.  There is no requirement for the Superintendent of Public Instruction to formally address the Legislature and Governor on the condition of education and the common schools in the state.  It is suggested that the Legislature and Governor hear formally from the Superintendent of Public Instruction annually.

 

SUMMARY:

 

The Superintendent of Public Instruction's duties shall include giving an annual state of education address to the Legislature and Governor on the Wednesday immediately following the second Monday in January.
