BACKGROUND:

 

The Washington State Constitution in Article 15 assigns the location of harbor lines as a duty of the Harbor Line Commission.  The Harbor Line Commission in the state of Washington is also the Board of Natural Resources.  The Harbor Line Commission is authorized to establish, relocate or re-establish harbor lines by specific legislative authority found in RCW 79.92.030.

 

SUMMARY:

 

The Harbor Line Commission is given authority to establish harbor lines in Oakland Bay in front of the City of Shelton in Mason County, in Gig Harbor in Pierce County, and in the Puget Sound in front of the City of Edmonds in Snohomish County.  All harbor lines shall be set within one mile of the city limits of each city.

 

 

EFFECT OF PROPOSED SUBSTITUTE:

 

Language to grant the power to set the Edmonds harbor line is deleted.
