AN ACT Relating to the business and occupation taxation of refuse collection; amending RCW 82.04.4291; providing an effective date; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

        Sec. 1.  Section 11, chapter 37, Laws of 1980 and RCW 82.04.4291 are each amended to read as follows:

          In computing tax there may be deducted from the measure of tax:

(1) Amounts derived by a political subdivision of the state of Washington from another political subdivision of the state of Washington as compensation for services which are within the purview of RCW 82.04.290; and

(2) Amounts paid by a political subdivision of the state of Washington to an independent contractor as compensation for providing refuse collection services to the political subdivision.

NEW SECTION. Sec. 2.     This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect July 1, 1989.
