AN ACT Relating to the training fund matching program; creating new sections; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature finds that it is in the public interest to encourage and facilitate the formation of partnerships between the business community and educational institutions to provide training tailored to the particular needs of small and medium-sized businesses.  The legislature further finds that improved efficiency and effectiveness in the delivery of training services depends on the development of new and innovative training programs.

 

          NEW SECTION.  Sec. 2.     The state board for community college education shall develop and administer a local training matching fund program.  The program shall make funds available to state community colleges for training services that are developed in conjunction with local small and medium-sized businesses and are designed to meet such businesses' training needs.  Financial support from participating businesses shall be equal to or greater than the amount that any community college makes available for the customized training.

 

          NEW SECTION.  Sec. 3.     The state board for community college education shall award the first grant under the local training matching fund program to the education and training center at the Green River community college.  The program operated by the center shall serve as the model for subsequent grants under the program.

 

          NEW SECTION.  Sec. 4.     There is appropriated for the biennium ending June 30, 1991, from the general fund to the state board for community college education the sum of three hundred thousand dollars for the purposes of section 3 of this act.

 

          NEW SECTION.  Sec. 5.     If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.
