AN ACT Relating to job training; and adding a new section to chapter 49.04 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 49.04 RCW to read as follows:

          (1) There is created the Washington job training coordinating council.  Appointments to the council shall be made in the manner set forth under Section 122 of the federal Job Training Partnership Act, 29 U.S.C. Sec. 1532, as amended.

          (2) The duties and responsibilities of the Washington job training coordinating council shall include, but not be limited to:

          (a) Carrying out the duties and responsibilities assigned to a state job training coordinating council pursuant to the federal Job Training Partnership Act, as amended;

          (b) Developing a plan for the coordination of all state job training programs to avoid duplication and to promote the delivery of comprehensive, individualized job training and related services;

          (c) Ensuring that job training programs prepare clients for meaningful work in employment fields offering long-term employment potential;

          (d) Developing and maintaining, in cooperation with the office of financial management, a comprehensive inventory of state-administered and federally funded employment and training programs, including:  (i) A listing of all funding sources for each such program, (ii) information on duplicative funding and consequent efforts to reduce such duplication, (iii) efficiency analyses of administering agencies and subcontracting, (iv) identification of the clientele served, (v) information on the type of training provided and the effect of training programs on the employability of the population served, and (vi) the identification of areas of program overlap and duplication;

          (e) Fostering the coordination and collaboration of vocational education programs and services;

          (f) Ensuring the attainment of state goals for employment and training;

          (g) Continuously reviewing the plans and programs of agencies operating federally funded programs related to employment and training-related services funded by the state;

          (h) Conducting studies and preparing reports and analyses, including an annual report to the governor and the legislature; and

          (i) Providing advisory job training coordination services, as authorized or directed by the governor.

          (3) On or before October 1, 1990, and annually thereafter, the Washington job training coordinating council shall submit to the governor and the appropriate legislative committees a report on the progress made by the council in carrying out the purposes of this section during the preceding state fiscal year and the council's goals and objectives for the current state fiscal year.
