AN ACT Relating to the continuation of the telephone assistance program; creating new sections; and providing an effective date.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.     By December 1, 1991, the utilities and transportation commission shall develop and implement a program to refund to ratepayers any funds remaining in the lifeline telephone assistance fund administered by the department of social and health services.

NEW SECTION. Sec. 2.     Any funds remaining in the lifeline telephone assistance fund administered by the department of social and health services shall be transferred to the utilities and transportation commission.

NEW SECTION. Sec. 3.     This act shall take effect January 1, 1991.
