JURISDICTION DETERMINATION - ORDER OF DISMISSAL

I. Nature of the Complaint


The complainant alleges that a college administrator simultaneously held two full time positions with two community colleges and, in addition, authorized the hiring of a consulting firm to perform services for one of the colleges while occupying a partnership position with the consulting company.



II. Jurisdictional Determination


RCW 42.52.320, limits the jurisdiction of the Legislative Ethics Board to alleged violations of that chapter (RCW 42.52) and related rules, by members and employees of the legislative branch of government.


A community college administrator is not a member or employee of the legislative branch.



III. Conclusion and Order


After fully considering this matter, the Board concludes that it lacks personal jurisdiction over the individual named in the complaint. The complaint is hereby dismissed.
