All commission public records, as contemplated by chapter 42.17 RCW and defined in RCW 42.17.020(26) as now or hereafter amended, are deemed to be available for public inspection and copying pursuant to these rules and except as otherwise provided by RCW 42.17.310 as now or hereafter amended.
