The nursing home must have a lobby or area in close proximity to the main entrance that is barrier free accessible and includes:
(1) Waiting space with seating accommodations;
(2) A reception and information area;
(3) Space to accommodate persons in wheelchairs;
(4) A public restroom;
(5) A drinking fountain; and
(6) A public telephone.
