In accordance with RCW
28A.610.040, "before developing and funding new adult literacy programs to carry out the purposes of project even start.", the state board for community and technical colleges shall fund the existing adult literacy programs and parent related programs which meet the conditions established in this chapter and are offered by the following agencies:
(1) Common schools.
(2) Community and technical colleges.
(3) Community-based, nonprofit organizations.
