All permanent parking permits shall be displayed as provided in the directions supplied with the parking permit. A special or temporary parking permit shall be placed within the vehicle where it can be plainly seen from the outside of the driver's side of the windshield. Permits not displayed in accordance with the provisions of this section shall not be valid.
