Service on professional education advisory boards by certificated employees is deemed by the professional educator standards board as a committee formed for the purpose of furthering education within the state; and, the superintendent of public instruction, in conformance with the provisions of RCW
28A.300.035, shall make payments to school districts for needed substitutes.
