PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: State funding for vocational secondary education including required staff/student ratios and a limit on indirect charges to vocational programs.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28A.150.290 and Section 502 (a)(c)(iii).

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Rules are necessary to implement changes to state funding as required by the 1997-99 Operating Appropriations Act. Indirect charges to vocational programs are limited. A minimum staff/student ratio is required for enhanced staff allocations.

Process for Developing New Rule: Early solicitation of public comments and recommendations respecting new, amended or repealed rules, and consideration of the comments and recommendations in the course of drafting rules.
