PREPROPOSAL STATEMENT OF INQUIRY

GAMBLING COMMISSION

     Subject of Possible Rule Making: Licensing of manufacturers which supply software for gambling devices.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 9.46.070.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: We have received a petition for rule change from Bingo Magic. Currently, a part of the Gambling Commission's regulatory program includes licensure of entities, which supply software to be used in gambling devices. Bingo Magic is petitioning for a rule change so that they do not have to get a manufacturer's license to supply software for electronic bingo daubers.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule:       Negotiated rule making.
