PREPROPOSAL STATEMENT OF INQUIRY

GAMBLING COMMISSION

     Subject of Possible Rule Making: Bingo licensees.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 9.46.070 and 9.46.0205.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: In 2002, the RCW was amended to remove the three days of operation per week limit for bingo games. Bingo licensees can now operate as often as they choose within the county the organization is principally located.

     There is no regulatory purpose to limit bingo operators to one license per county. This rule change would allow bingo operators to hold more than one license in the county they are principally located.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule:       Negotiated rule making.
