PREPROPOSAL STATEMENT OF INQUIRY

FISH AND WILDLIFE

     Subject of Possible Rule Making: Accounting of commercial baitfish harvests.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 77.12.047.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The Washington department of fish and wildlife is not getting a full accounting of commercial baitfish harvests. Part of the reason stems from commercial fishermen's confusion regarding who is responsible for reporting baitfish harvests. Rules are needed to provide for a full accounting of baitfish harvests and to clarify who must report harvests.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule:      Agency study.
