PREPROPOSAL STATEMENT OF INQUIRY

DEPARTMENT OF LICENSING

     Subject of Possible Rule Making: Chapter 308-14 WAC, Court reporters.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 18.145.050 and 43.24.023.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The department will revisit the examination, examination appeal procedures, and transcript preparation format sections and any other housekeeping issues that may come up during the process of gathering public input from the industry. This will allow the department to amend, repeal, and retain current rules which may no longer be needed or need further written clarification.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule: The department will meet with the Washington Court Reporters Association (WCRA). Direct notice will be made to the Washington State Bar Association, active court reporter licensees, and stakeholders list. Communication with the public in general will be made through the department of licensing (DOL) court reporter web site and court reporter listserv. The DOL welcomes the public to take part in developing the rules. Anyone interested should contact the staff person identified below. At a later date, DOL will file a proposal with the office of the code reviser with a notice of proposed rule making.
