PREPROPOSAL STATEMENT OF INQUIRY

WESTERN WASHINGTON UNIVERSITY

     Subject of Possible Rule Making: Chapter 516-26 WAC, Student records.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28B.35.120(12).

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Rules on student records require amending to include campus e-mail addresses to directory information and to make consistent with current administrative practices, including practices related to the access of education records per the Family Educational Rights and Privacy Act of 1974 (FERPA), 20 U.S.C. 1232g.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: United Stated Department of Education - Family Educational Rights and Privacy Act of 1974 (FERPA) - no requirement to inform that agency of proposed rule amendment since the category proposed for addition is within the set of information items identified by the federal law and the regulations of the United States Department of Education, at 34 C.F.R. Part 99.

     Process for Developing New Rule:      Agency study.
