PROCLAMATION

The extreme rainfall during this period contributed to
landslides, rock falls and washouts causing emergency
hazardous road conditions and closures on US 2 in Chelan
County, Quinault South Shore Road in Jefferson County, SR 18
in King County, and SR 20 in Okanogan County. The estimated
cost to repair the damage is in excess of $2,500,000, and the
damage has restricted vehicle travel, interrupted provision of
public utilities, limited access to public facilities, and
caused inconvenience affecting public health and safety; and
The Washington Department of Transportation and local
jurisdictions are coordinating resources to repair the
roadways, continuing to assess the damage caused by these
events, and working closely to implement damage repairs; and
The roadway damage and its effects continue to impact the life
and health of our citizens, as well as the property and
transportation infrastructure of Washington State, and is a
public disaster that affects life, health, and property.
NOW, THEREFORE, I, Christine O. Gregoire, Governor of the state of
Washington, as a result of the above-noted situation and under
Chapters 38.52 and 43.06 RCW, do hereby proclaim that a State
of Emergency exists in Chelan, Jefferson, King, and Okanogan
Counties in the state of Washington, and direct the plans and
procedures in the Washington State Comprehensive Emergency
Management Plan be implemented. State agencies and
departments are directed to utilize state resources and to do
everything reasonably possible to assist affected political
subdivisions in an effort to respond to and recover from the
event.
