     Document Description: The Washington utilities and transportation commission (commission) addresses an inquiry into improving performance of investor-owned electric and natural gas utilities in the delivery of conservation resources to customers. The policy statement identifies the general components and minimum requirements of selected regulatory mechanisms that may be proposed to assist in setting fair, just, reasonable and sufficient rates as both electric and natural gas utilities under our jurisdiction acquire all available, cost-effective conservation resources. The commission issued a policy statement on November 4, 2010.
