PREPROPOSAL STATEMENT OF INQUIRY

EASTERN WASHINGTON UNIVERSITY

     Subject of Possible Rule Making: Creating chapter 172-137 WAC, Use of university facilities.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28B.35.120(12).

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: These rules are needed to establish standard requirements and procedures for the use of Eastern Washington University (EWU) facilities by persons or organizations, internal or external. These rules also provide for the use of EWU facilities for the exercise of free speech and other first amendment protected activities.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule:       Negotiated rule making.

     Interested parties can participate in the decision to adopt the new rule and formulation of the proposed rule before publication.
