Notice of Interpretive or Policy Statement
In accordance with RCW 34.05.230(12), following is a list of policy and interpretive statements issued by the department of social and health services.

Document Title: Public Notice.
Subject: Create a new individual and family services (IFS) home and community based services (HCBS) waiver program and amend existing Basic Plus, core, community protection and children's intensive in-home behavioral support (CIIBS) HCBS waivers to increase program capacity, modify services necessary to provide consistency between the new IFS waiver program and existing HCBS waivers and modify as necessary to implement new Code of Federal Regulations.
Effective Date: May 1, 2015.
Document Description: The 2014 operating supplemental budget directed the DDA to move the state funded IFS program into a 1915(C) HCBS waiver. The requirement is to mirror the current IFS program as much as possible in the new HCBS waiver. In addition, the 2014 operating supplemental budget directed the administration to increase the capacity in the IFS program and the Basic Plus waiver program. As a result, DDA will need to complete the following actions:
Initiate an application to the Centers for Medicare and Medicaid Services (CMS) in order to implement this new IFS waiver program by May 2015;
Modify current chapters 388-845, 388-832, 388-825 and 388-828 WAC, in order to incorporate the new IFS program;
Modify current HCBS waiver programs services as needed to promote consistency between services with the addition of the new IFS waiver program;
Amend the Basic Plus waiver to increase capacity to an additional one thousand individuals; and
Amend the core, CIIBS and community protection waivers to reflect projected capacity changes within and between waivers.
CMS has implemented new home and community based services Code of Federal Regulations as of March 17, 2014, and provided new standards for developing an HCBS quality improvement system (QIS). As a result of CMS guidance, DDA will be amending the Basic Plus, CIIBS, core and community protection programs to modify the existing performance measurements in the QIS and to incorporate the new performance measurements. In addition, modifications will be made to enhance the current QIS system to allow for a random sample of data to be extracted to review the HCBS waiver programs system as a whole program as well as looking at the individual waiver program performance.
