Title or Subject: Medicaid State Plan Amendment (SPA) 14-0023 Renumbered as 15-0017.

Effective Date: July 1, 2015.

Description: The agency previously published notice of intent to submit medicaid SPA 14-0023 regarding early intervention/preventive services prior to the end of 2014. The notice was filed as WSR 14-17-001. The agency now intends to submit this SPA in 2015; therefore the number has been changed to 15-0017. The SPA is being submitted to obtain federal approval to provide early intervention/preventive services for children age twenty-one and younger at risk of abuse and neglect.

Early childhood treatment services include a variety of services that focus on developing trust, building relationships, and promoting prosocial behavior and adaptive functioning. These specialized services support and enhance health[,] social and emotional development early in life by mitigating health and/or behavioral issues.

If approved, this SPA will allow the state to receive federal matching funds for this program. The agency anticipates the annual aggregate expenditures for this program to be approximately $4.7 million.
