Purpose: Amend fishing rules for Sarg Hubbard Pond juvenile fishery.
Citation of Existing Rules Affected by this Order: Repealing WAC 220-310-19500C; and amending WAC 220-310-195.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is necessary to ensure safe and successful youth fishing events. Five thousand trout will be planted three days prior to the event to acclimate them and ensure they bite well. On April 23, 2016, preregistered kids will be allowed to fish during the event. There is insufficient time to adopt permanent rules.

WAC 220-310-19500C Exceptions to statewide rules—Sarg Hubbard Park Reflection Pond).
Notwithstanding the provisions of WAC 220-310-195, effective 12:01 a.m. April 20, through 4:00 p.m. April 23, 2016, it is unlawful to fish in Sarg Hubbard Park Pond, except as provided in the sections below:
(a) Open to fishing 8:00 a.m. to 4:00 p.m. April 23, 2016, by juvenile anglers participating in the Yakima Greenway Association's "Kids' Fish-In" event.
(b) The daily limit is reduced to two trout during the youth fishing event.
