NOTICE
Title or Subject: Medicaid State Plan Amendment (SPA) 16-0023.
Effective Date: June 16, 2016.
Description: The health care authority intends to submit medicaid SPA 16-0023 in order to add the closure date of the psychiatric indigent inpatient disproportionate share (PIIDSH) payment program. This program was effective July 1, 2003, through December 31, 2013. During that time, hospitals were considered eligible for a PIIDSH payment if:
a. The hospital was an in-state (Washington) hospital;
b. The hospital provided emergency, voluntary inpatient services to low-income, psychiatric indigent inpatient (PII) patients. PII persons are low-income individuals who are not eligible for any health care coverage and who are encountering a psychiatric condition; and
c. The hospital qualified under Section 1923 (d) of the Social Security Act.
The PIIDSH payment program was discontinued because effective January 1, 2014, clients who were eligible for the PII program would be considered newly eligible under the Affordable Care Act. Therefore the health care authority is updating the medicaid state plan to reflect the end date of this program.
SPA 16-0023 is expected to have no effect on annual aggregate expenditures; the program has been discontinued for over two years.
