EMERGENCY RULES

Effective Date of Rule: December 1, 2017.
Purpose: Amends recreational fishing regulations for the Sol Duc River.
Citation of Rules Affected by this Order: Repealing WAC 220-312-02000T; and amending WAC 220-312-020.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, 77.12.045, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is needed because coho broodstock needs at the Sol Duc Hatchery have been met, and surplus hatchery (adipose fin clipped) coho remain in the Sol Duc River below the hatchery. This action allows anglers to retain hatchery coho through December 15. There is insufficient time to adopt permanent rules.

WAC 220-312-02000T Freshwater exceptions to statewide rulesCoastal.
Notwithstanding the provisions of WAC 220-312-020, effective December 1 through December 15, 2017:
(1) Sol Duc River (Clallam County):
(a) from mouth to concrete pump station at Sol Duc Hatchery:
(i) Salmon: Open
(A) Minimum length 14 inches, daily limit 2, release all salmon other than hatchery (adipose clipped) coho.
REPEALER
The following section of the Washington Administrative Code is repealed effective December 16, 2017:
